WebI was able to get the Media keys to work as media keys by uninstalling the keyboard in Device Manager and restarting my machine. So now the media keys worked. But most web apps (youtube and netflix) don't respond to media keys. My solution was to follow Clockworkpeon's advice and use AutoHotKey to remap the keys. Here are the articles that ...
