WebHigh Intensity Drug Trafficking Area (HIDTA) The High Intensity Drug Trafficking Areas (HIDTA) program, created by Congress with the Anti-Drug Abuse Act of 1988, provides assistance to Federal, state, local, and tribal law enforcement agencies operating in areas determined to be critical drug-trafficking regions of the United States. The High Intensity Drug Trafficking Area (HIDTA) program is a drug-prohibition enforcement program run by the United States Office of National Drug Control Policy. It was established in 1990 after the Anti-Drug Abuse Act of 1988 was passed. The HIDTA program was made permanent through Title III of the Office of National Drug Control Policy Reauthorization Act of 2006.
